What do you mean by "safe color palette"?
Battlezone uses many palettes.

The planets use part of the objects.act and the reserved area for the planet. Planets are custom palettes. It depends on what you are doing for which palette you need to use.

yes, yes, I know all about palettes, but somebody made a palette that had all the common colors in it(colors that all planet palettes had). I was just wondering if somebody knew what happened to it.

That isn't possible.
Each planet uses 255 colors and a palette can only have a max of 256 colors.

I looked in some of my oooooold papers/tutorials, and I found the name: BZcommon.pal... it had the common colors: mars and moon both have 255 255 255(white) and also 0 0 0, or black, and the BZcommon.pal has both of those colors in the same 'slots' as the planet .act...
