I'm 95% sure it's a mylar balloon with two internal chambers connected with a thinner outer membrane. You can even see the fill tubes at each end, with a reinforced
fill location.

We now live in an age where anyone can buy a weather balloon, strap a gopro camera and a LEGO minifig to it and send it to the edge of the atmosphere. Such "sightings" are guaranteed to become more commonplace.
Did anyone read that story a while back of the Korean who built his own satellite from parts salvaged from dumpster diving behind electronic stores ? I believe he eventually built it and funded a piggy back rocket launch through the web.
